Eiffage, Vinci and Implenia to lead on €3bn tunnelling deals for France-Italy high speed rail

Work on the Turin to Lyon high speed rail link reached a major milestone this week with award of three contracts for the tunnelling work with Eiffage, Vinci and Implenia named as firms set to lead the work.

Tunnel Euralpin Lyon Turin (TELT) has said that the three contracts, worth a total of €3bn (£2.58bn),  will deliver 80% of the tunnelling work on the new high speed rail link between France and Italy. It added that it hopes to conclude contractual discussions for the Italian end of the tunnels soon.

The TELT project involves a 65km rail link between Susa in Piedmont, Italy and Saint-Jean-de-Maurienne in Savoy, France with 57.5km of the line being built below ground, known as the Mont-Cenis base tunnel. In total 162km of tunnels will be excavated for the project.

TELT is a key part of the Trans-European Transport Network’s Mediterranean Corridor that will connect southwestern Europe with Central and Eastern European countries.

TELT said that 30km of tunnels have been excavated so far, which represents 18% of the total needed to complete the project.

TELT general director Mario Virano said: “The milestone reached today is extremely important for at least two reasons: firstly, because just two years ago the project, even though it was moving forward, seemed at risk of being stopped; and secondly, because it is a major achievement to have completed the crucial part of the tender process in the middle of the pandemic. We therefore thank the staff of TELT, the project management and the candidate companies for their tremendous efforts.

“Today’s awards will quickly translate into work on the construction sites and already generate the economic development for the territories to which the Italian and French governments have committed themselves. And all under the banner of sustainability, a fundamental element that has been a significant feature of the calls for tender, to which the candidate groups have responded with equally fundamental proposals.

“I consider the number and quality of the companies that have taken part in the tenders to be a success. They represent the best that the sector’s business has to offer at international level, with 21 companies from 4 countries taking part. Our appreciation goes not only to the winning companies, but also to the entire range of candidates.

“All this has been possible thanks to the strong support of the European Commission, through the commissioner for transport Adina Valean, the Coordinator of the Mediterranean Corridor Iveta Radicova, CINEA, and DG Move, who have given us their support in finding balanced solutions for the renegotiation of the grant agreement, of which we are respecting the milestones despite the pandemic.

“TELT will [now] focus its efforts on concluding the tender procedures concerning the Italian lot and then open the new chapter of the technology tenders”.

European commissioner for transport Adina Valean said: “The decision to award three contracts is a significant step towards completing the Lyon-Turin rail connection. It will bridge a key missing link between France and Italy and help shift large volumes of cross-border traffic from road to rail. But it is more than a bi-national project, as it will become the nexus connecting the Iberian Peninsula to the Eastern part of the European Union. The Lyon-Turin rail connection is a long-awaited, well-thought-out, and highly emblematic European project, contributing to the objectives of the European Green Deal.”

The contracts in detail

  • Lot 1 has been awarded to a joint venture of Eiffage Genie Civil, Spie Batignolles, Ghella and Cogeis. Under the €1.47bn (£1.26bn) deal, the consortium will build the 22km stretch of tunnel between the existing Villarodin-Bourget/Modane tunnel and Italy. The tunnels will be excavated over a 72 month period, using two tunnel boring machines (TBMs) to drive the tunnel towards Turin and using traditional methods of mechanical excavation or drill and blast to drive the tunnel towards Lyon.
  • Lot 2 was awarded to a joint venture of Vinci Grand Construction Project, Dodin Campenon Bernard, Vinci Construction France and Webuild. The €1.43bn (£1.23bn) contact awarded involves excavation of 46km of tunnels and caverns on the French side of the project between the towns of Saint-Martin-de-la-Porte and La Praz. The excavation work is expected to be undertaken by a combination of mechanical excavation and drill and blast but the tunnelled sections will be mostly driven by tunnel boring machines.
    The contract is the second to be won by Webuild and Vinci on the project. The firms are also working in joint venture on Lot 5A which includes involves preparatory works for a safety site at Modane and four ventilation shafts for the future base tunnel ahead of the creation of a logistics hub 500m under the Ambin Massif.
  • Lot 3 was secured by a consortium of Implenia, NGE, Itinera and Rizzani de Eccher and has been valued at €228M (£196M). The contract is for the section of tunnel between the French entrance portal at Saint-Julien-Montdenis and Saint-Martin-la-Porte, which will be excavated by a combination of mechanical and drill and blast techniques.
